Washington Times: HCR 101 Could Call a Convention of States

In their September 17th article in the Washington Times, economist Dr. Barry Poulson and David M. Walker, the former Comptroller General of the United States, discuss how Congress breached its mandatory constitutional duty under Article V to a count state  applications and call the Convention of States for Proposing Amendments on the application of two-thirds (34) of the states. New legislation recently introduced in Congress (HCR 101, HR 8419) would restore the states’ access to the constitutional amendment process for the proposal of a Fiscal Responsibility Amendment.
